If I wished to be absolutely unambiguous, I would say a thing like "has to be delivered right before ...". Conversely, at times the ambiguity is irrelevant, it doesn't matter which convention governed it, if a bottle of milk explained "Most effective f used by August tenth", you couldn't get me to consume it on that date.
